You’d need to take your dog to an animal behaviour clinic to tell you that – there are many different things, many unique to your dog and his environment that could cause your dog to act aggressively to other individuals, it’s not just one universal quick and easy thing that I can tell you!

It is very important that dogs are socialised as puppies as they are less likely to be aggressive to other dogs if they have met them when they are pups, also sometimes if they have been attacked or frightened by another dog as fear can manifest into aggression.

It is difficult to make any assumptions without knowing the environment the dog is exposed to and I agree with Kevin you should take your dog to a behaviourist, your vet could advise you on how to go about this.
