Dolphins are mammals so they can regulate their body temperature regardless of the external one and they also have big layers of fat to keep them warm and cosy.

While only some species of sharks can regulate their body temperature and live in cold waters (or very deep waters that are colder). For example the thresher shark or the white shark can maintain a higher temperature than the surrounding waters.
