Of course they can! Just because their eyes don’t work doesn’t meant their brain doesn’t!

Some people are not born blind and still dream in pictures. I guess the others dream in imagination as we all do when we imagine something we have never experianced like for me walking on the moon! Off topic slightly one of my friends lost the use of his legs but when he dreamt he could still walk.
